Dear Board of Trustees of César Vallejo University, University President Dr. Honoris Causa and faculty members, I would like to thank you very much for granting me this honorary doctorate. It is unquestionably a great honor for someone to have such reward.

Ladies and gentlemen, At the beginning, I would like to say that I am very delighted to be in Pakistan again, and I would like to express my thanks to the University of Punjab for inviting me, to the university’s president and faculty members, to students and to you all.

 First of all, I would like to express my pleasure at being at such a major conference on an essential aspect of our life. Energy is indeed a vital area for economy, development, security and peace of the world. 

Please let me, first of all, express my deep gratitude and happiness for being with you. I have been very keen to participate in this conference. Despite the fact that the conference highlights an issue everyone is interested in, no one could stop its serious repercussions on society.

First of all, I would like to express my happiness to be here with you. It is also gratifying that this meeting takes place in Colombia, which is shaking off the dust of war and moving confidently towards peace, development and stability.
